Hello,
As long as you have the setting turned on, then you will get a notification for 
all day events.
There is nothing you have to do in the calendar.

Just go to settings, mail contacts calendar, then swipe down to the calendar 
section and double tap on Default Alerts.
In here, swipe until you hear All Day Events and double tap.
Now you can choose when you will receive your notification for all day events 
including Birthdays.  I have mine set for 9 AM on the day of the event.
