Just to add what Jeffrey meant when he said it let's you configure 
accessibility features like Voiceover, he meant that this is just one way of 
turning Voiceover for example when you have an iPhone connected. Of course 
without an iPhone or other iOS device connected you don't even find this option 
in iTunes as it is in the device section. There used to be a time when you 
couldn't turn on Voiceover on a new device out of the box by triple clicking 
the home button so this was a good way for a blind user to set up the iPhone 
via iTunes independently and to turn on Voiceover.

To be honest, it does exactly what the button says it does. I don’t know how 
else to explain it. What I mean is when you click that button, it lets you turn 
on and off accessibility options such as VoiceOver in this case. That option in 
iTunes has been around for many many years now.
