Music in iCloud Drive

Hi! I never used iCloud drive except for automatically storing phone backups + syncing contacts, notes, bookmarks, e-mail etc. I wonder could I upload some music from my offline MP3 library using the Windows app and than stream that music on my iPhone? If this is not the case, what is the exact procedure to listen to my own mp3s from iCloud without the need to sync music physically on my phone via iTunes app?
