This sounds like the issue with phone calls when iOS 9 first came out, but this should no longer be an issue. I suggest you try a Reset Network Settings, make sure before you do to close all apps and remember that afterwards you have to sign back into your WiFi. If that doesn't help I think a complete reset and set up as new phone may be your only choice.
