The iPad does come with built in as do all apple products. Triple clicking the home button at the initial set up will turn on voice over and the set up can be done with no sighted assistance. As for which is better, I would think it comes down to personal preference and how you plan to use the device. I will leave that discussion to persons on list who may be better suited to answer though. I will point a few differences in the two devices as I understand. I am going to assume that you are considering the newer devices, the new iPad with retna and the iPod touch 4th generation. The iPod does not have a rear facing camera, only the front facing one for video chats and such. If you are a low vision user, the larger scheen and retna display of the iPad may make a big difference. The iPad also has a 5 megapixel rear facing camera as well as the front facing camera. THe iPad has a built in dictation feature as long as you have an internet connection and will also be getting siri with the new iOS6 update later this year. The ipad also has an optional at time of purchase for cellular connectivity and WiFI or just a WiFi only. The iPod of course is WiFi only. Price may be a consideration. The WiFi only iPad starts at $499.99 and the WiFI plus cellular starts at $529.99. These are the 16GB models. I don't know offhand the starting price for an iPod touch, I believe somewhere around $1.99. This is all american dollars so make conversions where necissary. Please say the advantages/disadvantages of having Ipod or Ipad.
If you were in the situation and you would have a chance to decide which one would you use and why?
My last question is does Ipad have voiceover installed?
This question might sound strange but she was told by someone in the store, Ipad doesn't have voiceover.
