Double tap the New Folder icon. Swipe back to the left to find the location where you want to type the name of the new folder. It should be an edit field that announces the time. Once you type the new name, then swipe to find the Done button.
I'm sorry my directions aren't specific enough. However, I've created some folders and think I have to do things a little different because I already have folders vs. if I didn't have any folders.
