It’s in Voiceover settings just after where you turn on or off Voiceover at the very top. A 4-finger double tap on any home screen also starts Help, but if you have problems with a single 4-finger tap this may not work for you until you practice. The help area is a good place to do so because if you, for example, don’t do it correctly and let’s say Voiceover only registers a 3-finger tap it will tell you so and it’s easier that way to try and fix it.
