Do a hard reset of your phone. Hold down the lock button and the home button together for about 20 seconds. After a few minutes, your phone should come up talking. This started happening to me when I upgraded to IOS 9, and although it's gotten better, it still happens to me from time to time. I haven't figured out what triggers it though.
