Welcome to the world of movie business inconsistency. 
There is no guarantee that a movie with audio description in the theater that 
is released on DVD or in iTunes will also have the audio description.
If the DVD is the "theater" cut, it is more likely to have it. If the DVD is 
the "Director's" cut, it is more likely to have a track with the director going 
on and on and on talking over the movie explaining in real time why they did 
what they did; which is often most suitable as a sedative.
I do know that The Martian version in iTunes has audio description whether you 
rent it or buy it, but there is no indication before you get it that audio 
description is available.
The bottom line is that audio description is not seen as essential the way 
closed captioning is.
I think nothing will change until someone can win a major law suit against the 
video industry.
But, that is unlikely to happen since there are so many different sources for 
movies.
