I have used Ferrot, and it is totally accessible with Voice Over. It
allows you to work with multiple tracks, and actually has some voice over
tips in its manual to help using voice over with the app.
I will say that it took me a bit to learn how to do different things in
the app, but in the end, everything was totally accessible.
