The Dataman and VoiceMan apps are both very accessible. I used them for a long time on my iPhone4 to track data and voice minute usage. With the VoiceMan app, you can set the start date of your billing cycle, and the start and end times of peak/off peak times. It will also ignore evening and weekend calls. Remember to enable these app notifications in the Notification Center in Settings.
