What version of iOS are you using on your iPhone 4? In the App Store description it is mentioned that Tap Tap See supports the iPhone 3GS and up, but then it also says it requires iOS 7 and up. I am pretty sure the iPhone 4 did go as high as iOS 7, but if you don’t have iOS 7 you may not get the most up-to-date version of Tap Tap See which is 3.1.0. As Donna suggested, you could try to delete the app and reinstall it, but I would check the iOS version first in Settings > General > About.
