iOS 9 works on the 5S and also the 4S. Actually, Apple has made some very good speed/responsiveness improvements for the 4S with the latest 9.2.1 update. I definitely am also a believer that one should upgrade especially at this point where iOS 9.2.1 has dealt with most of the bugs. Of course at this point one might as well wait until the week of March 21 when Apple will release iOS 9.3.
