For security and what not, I'd restart. Depending on the
password settings, though, she could update without a password.

My sister is taking over my I Pad. She will establish her own
apple id
obviously. Can I leave the free applications on the tablet for
her use? If for
example there are updates to these, would she require the ID that
was in place
when these applications were originally downloaded?
Would it be best, to start over, as a new ipad and remove any
traces of my data?
It would save time if she could take over the device and use it
straight away
