We should report this to Apple accessibility because this seems to be a 
Voiceover problem. I just tried it with the same result, Arnold, as you, but as 
soon as I triple clicked the home button and turned Voiceover off (from inside 
the music app) I could then slide my finger across back and forth a bit above 
the home button and the volume would go up and down beautifully. It just seems 
that the double tap and  hold (the pass-through gesture) doesn’t work here so 
if you do that and then slide left and right nothing happens. The volume 
buttons seem to increase or decrease the volume by 6% at least when I just 
pressed the volume down button on my 6S Plus with a song playing it went from 
51% to 45%, then to 39% etc. and the same going back the other way.

Hi. That feature is still there, it just works on the lock screen only. I agree 
it should work within the music app, but at least on the lock screen is 
something. Maybe the fact that it doesn't work in the music app is a bug which 
will be fixed in another version of iOS.

Before 9.3, if I wanted to change the volume in the music player, I discovered 
a very useful feature that no longer works.  I am aware that I can one-finger 
swipe up or down to adjust it, after it says adjustable, which changes it by 10 
percent.  I can use the combination of one-finger swiping, and the volume 
buttons, to get close to where I want.  This still works in 9.3.  In the 
earlier versions, I discovered that if I double tapped and held on the volume 
icon immediately after it said adjustable, I could slowly roll my finger right 
or left and adjust it, if I did it carefully enough, by single digit 
percentages, occasionally by as little as one percent.  I very quickly could 
adjust it by 3 or 4 percent, which is usually all I wanted.  This no longer 
works, I miss it.
