Funny, I never had this problem after any update until today until I plugged
my phone in for a brief charging and found that Samantha had developed a
very raspy voice after 45 minutes of charging.
I went to the speech settings under voice over and discovered I have several
options. One is the Samantha Enhanced voice which oddly enough, is now the
raspy voice. The Default Samantha voice now sounds like the former enhanced
Samantha I had before updating, or for most of my time with my iPhone, for
that matter.
There's also a male and a female SIRI voice that comes in either enhanced or
default flavors. I can't really tell the difference between default or
enhanced with the SIRI voices, though I do like using them for Voiceover as
a change.
U.S. English was already on my rotor, so now I can switch between the male
and female SIRI voices. The raspy enhanced Samantha is still there, too,
but I can't figure out how to remove her from the rotor.
You might want to verify that nothing else for Samantha needs to be
downloaded. The phone would say something like Samantha Enhanced using 160
megabytes, or whatever the number is that voice would take up if it was
already downloaded.

Yes, as I described below in the post you replied to. I have Siri enhanced
selected, no download was required. The Siri voice remained the same after
updating but the voice over voice which speaks when using gestures is the
tinny one. It now is hte same voice as Siri only it has a tinny sound and is
changing pitch even though I have pitch turned off. It did not appear as if
I could select two different voices, such as the English Siri and Samantha.
Is Samantha the same as the Siri voice? If so, if there is an enhanced
download for that, I will do it.

So I have the Siri enhanced voice selected. When I hit the home button and
Siri asks me a question that is the voice I've always had that is
perfectly clear out a group good speech rate no pitch no punctuation
changes it's perfect. It had been set before that when I did jesters I had
the same voice. Now I have that selected it's the only thing selected and
I still get this kind of raspy teeny sounding Siri enhanced voice but it's
nowhere near as clear as the one that's that Siri actually uses. I don't
know how to tweak this any further there doesn't seem to be any way to
make it clean again at least for using it with voiceover. Called excess
ability of the woman had no clue.
