There are many variables affecting battery life before and after upgrading. All in all it seems that there has been improvements regarding battery life in iOS 9.3, but as far as I am concerned they are nothing major. I definitely can't say I am suddenly only at 75% on my 6S Plus after a day of heavy usage instead of maybe 60%.
