Hi Steve, Make sure iTunes is set to sync ringtones. To do this, connect your old ipHOne, choose it in iTunes, then choose Ringtones, and make sure it's set to sync all. Wait for the sync to complete, and after you disconnect the iPHone, be sure the ringtones have been saved to iTunes.
Now do an encrypted backup, and restore from that backup. I think you'll get all your ringtones.
