Thank you, Richard, Shawn, and Rajmund for your replies. The addition of Daniel to the Languages Rotor did the trick. I have reported this bug to Apple Accessibility. To my surprise, the representative I spoke to could not find it on her list of reported problems. I would have thought that lots of UK users would have commented on this curious problem.
