Hi Deidre, You can send messages to other Whats App users for free and since Whats App is a cross-platform app they don't have to be iPhone users, they could have an Android phone or use the Whats App web interface, it doesn't matter. It's the same as with other messaging services such as iMessage (this is for iOS users only) or Skype or Facebook Messenger (to name two out of many). These are also cross-platform of course since Skype and Facebook Messenger is available for many platforms and devices. I don't think you can send free messages from Whats App to regular cell phones using Whats App.
