Put the VoiceOver cursor at the beginning of what you want to copy. If you are using iOS 9.3, you should find “text selection” in the rotor.
Turn to that then flick up or down with one finger to word or line selection. Once you have the kind of selection you want, flick right with one finger. That will select one line at a time. When you have selected all you want, turn the rotor to the right once and you shoud be on edit. Flick up or down until you get to copy and double tap. Then, you can go to Notes and once editing, turn the rotor to edit, then flick up or down to paste and double tap. Text selection also has character, page and select all, but I find line selection works best for me.
