I could not tell which mail app you are using on your iPad. If you are using the native mail app, the compose button is at the very far upper right. The screen is split with a list of your most recent emails on the left and just one selected email in the center and the left of the screen. If you have more than one email address, be careful that you are in the correct email address for the message you want to send. Regards, Michelle
