Hello John, It sounds to me as though you have a 16GB phone, right?
I know it may sound obvious but have you rebooted your phone before and after installing Garage Band? If the answer is, “yes”, then it may be that you do not have enough space on your phone to successfully use the app. This is only a guess, however.
