There are apps such as Weather Alert USA that provides many of the same 
benefits and is not at all taxing on the battery.
The part of Imap Weather Radio that drains the battery is that it uses the GPS 
to determine your location and it seems to do this on a regular basis. Apps 
such as Weather Alert USA do not use the GPS as far ask I know or do not 
constantly check. Either way this is why I stopped using iMap Weather Radio. 
WIth all of that said, it does what it does well and that is always an 
important consideration when choosing this type of app.
