No, interestingly enough if I tell SIRI "Open Phone Settings" it will reply "OK, getting your settings for phone" but then just the main settings open. You can type "Id" into the search field for settings and one of the choices that appears is Caller Id, if you tap on it it will take you there, but I'm not sure if that is faster than to find "Phone" in the Settings and tap on it. On my 6S Plus if I first open Settings the last item on the screen just above the home button is WallPaper. If I do a 3-finger tap Voiceover tells me "Rows 1 to 12 of 90". If I do a 3-finger swipe up to scroll and get the next screen of Settings Voiceover says "Rows 11 to 25 of 90" and at that point "Phone" is the third up from the bottom and I can mostly put my finger right on it. If you have a 6 or 6S it might just be the last item on the second screen or you may have to scroll twice.
