I cannot confirm your findings.  

The today view is functioning just as it always has, via VoiceOver, in 9.3.2.

Subject: Today View in Notification Center is completely broken in IOS 9.2.1

Does anyone successfully use the Today view in Notification Center? I have 
deleted everything and put some things back but in the latest update IOS and 
VoiceOVer completely crashes in Today View as I hear screen curtain on then 
nothing for a few seconds and then screen curtain on once again. If I try 
touching or flicking around the screen I get nothing or VO just continues to 
repeat the weather until crashing. Today view has never worked on any of my 3 
iPhones since they introduced it. Thanks,
