As far as I know it is not possible to change the Facetime ringtone. I agree that this is strange and definitely it should be something Apple allows in a future update, you can change the tone for most other things, but not for this. I can also see why somebody who is hard of hearing would want to change it because it’s not a very loud tone and it’s a high-frequency tone so probably not easy to hear if you have hearing loss.
