I didn't do anything, I guess they released an update that fixed the issues
because it works exactly like it should now. Every hour and half hour, it
alerts me as that is how I have my preferences set in the app.

Qoo was good in my personal experience, however it would quit working for
no reason at all. Now I use Voice Over Clock and it works well. It’s
completely free and the simple user interface is fully accessible. There
are some caveats though. For example if you set the time signal interval
to be less than 30 minutes, it will only announce up to 64 times, then you
must restart the app in order for it to speak again. But this to me is a
minor inconvenience and it wouldn’t deter me from either using the app or
recommending it to others.
