Portable routers may allow you to connect to a hotel's Wi-Fi or other Wi-Fi hotspot which may only allow one device to be connected. You would therefore connect your router and then you could use your iPhone, iPad and laptop if you had all of those whereas otherwise you may only be able to use one device.
External storage for the iPhone is very limited. You can use special USB sticks which have a Lightning port on one end and a regular USB on the other to plug into a computer, but they are relatively expensive compared to a regular USB drive of the same capacity and typically any files you have on the stick has to be used inside the app for that device just like you have to use the Dropbox or OneDrive app to view files stored in these services. There may be a bit more freedom now with extensions which may allow you to open a file in another application, not totally sure.
