Two things to look at:
In Downcast, once you double tap on a podcast to get a list of episodes to 
listen to, near the bottom of the screen, I have a button called, View Other 
Available Episodes.  If I double tap on that button, I am able to get the 
entire list of episodes available for that particular podcast.  I can then 
stream or download any of the episodes in the list.

Second, have you considered the podcast app Overcast?
It is a free app and is totally VO accessible.
With Overcast, you have the choice of downloading or streaming the episodes of 
your podcast.  Overcast also gives you a list of all available episodes for 
each podcast that you can listen to at anytime.
I actually like and have both apps.  If you wanted to give Overcast a try, you 
can export your list of podcast from downcast, and import it into Overcast.
