Hello Mary, I am confident that disabling the Background App Refresh service is the solution to your problem to the extent that the location services icon will no longer be displayed in your status bar when an app is not actively using it.
The funny thing is that even when the Background App Refresh service is disabled, many apps continue to run in the background, even when not in the app switcher. For example, I continue to receive notifications from the Facebook app, the Twitter app, the native mail app, my banking apps, and several other popular third-party apps.
