The first will ask the app not to use it. Meaning, the APP won't
use mobile data. The other one, however, stops it. If you do
the second setting only, you should still be just fine.

Here is 2 settings that should turn off Dropvox from uploading
recordings using cellular data.
First, go to Settings / Dropvox, and it will say, allow Dropvox
to access, and Cell data is one of the choices. Just double tap
it to unselect it.
Next, go to Settings / Cellular, and after swiping down the
screen, you will hear, Use cellular data for, and you will find a
list of apps. Swipe down to Dropvox and double tap it to turn it
off.
Not sure if both settings are necessary, but wanted to tell you
about both.
Either way, this will stop Dropvox from using cell data to upload
your recordings.
