Hi Joe, Have you installed the iCloud Control Panel on your Windows PC? When you open it, assuming you are signed into your iCloud account, you should see a “bookmarks with Internet Explorer” checkbox. Is this checked? This determines whether bookmarks are synced or not.
On your phone, while viewing bookmarks, have you made sure you’re backed out to the main level and aren’t inside a subfolder? Keep hitting the back button at the top of the screen until you cannot go back any further. Then explore the list of bookmarks and see if they match the contents of those on your PC. Do you have any non-standard favourites on your PC like the INstapaper bookmarklet? This will prevent the bookmarks from syncing properly. I think those are all the troubleshooting tips I can think of. I hope one of these resolves the problem. Thanks!
