I've not been jailbroken for more than two years so I could be wrong but the
short answer is - no.
iOS devices has no visible file system and it is not posible to browse files
and folders as you do on PC, Mac or Android devices and I think jailbreaking
won't help with that.
If you use iTunes you can more less simply copy the files in the apps
supporting file sharing feature plus you can copy paste music files in the
library without syncing, you just need to check the option named "manage music
manually" or something like that. I don't have iTunes right now to check it
out, I just remember it was called something like that.
