As others have said, Uber X is the budget model an least expensive. Before Uber and Lyft pulled out of Austin Texas, I took Uber Pool regularly. Though Uber Pool is in theory a shared ride service, the times that I took it, I was the only rider. I noticed the wording when booking Uber trips. After I put in my starting point and destination, when the request ride screen came up, it often said either "Request Uber Pool and pay no more that $4," or, "Uber X, $5 and up." This meant that if I chose Uber Pool, then no matter how long my trip was, I would have paid $4. That's a pretty good deal.
Also, to the original poster, if you are denied a trip from your Uber driver, be sure you report it through the app and give the ddriver a low rating. There's now a policy in place to terminate drivers that refuse service to guide dog users.
