While this is not the perfect solution, when I am going to be out where I
don't want other people to hear my messages, I use the three finger double
tap to turn speech off. It is so quick to toggle on and off and this works
for me.

You're going to want to go into the notifications area in settings and go
to the messaging app. Turn off where it says show on lock screen. This
will keep it from turning the screen on and reading the message. If it's
interrupting you while you're doing something with the phone, turn off the
show badges as well.
