Hi, Are you sure they're just not asking for your AppleID passcode?
After one powers off the phone and reactivates the device, entering your passcode is required, the touch ID is not yet active on the phone. After the above, the first time one goes back to the AppStore to purchase an app, one must enter the Apple passcode associated with your AppleID. I'm not sure if this also applies to the circumstance you described, where after unlocking the phone and a passcode is asked for, that this step would also be necessary. I can't tell from your message below if you are getting a second request for a code, or just the one. At any rate, I hope you get this fixed. I can't believe one could mistakenly activate 2-step verification.
