WHAT interesting about this is that it doesn't matter where the rotor is 
pointing, if you wait beyond the end of VoiceOver reading the message and it 
says the time of the message, it says actions available no matter what item the 
rotor is on.
I confirmed this on my device.
My guess is, it has always done this but I never heard or noticed it because 
when I knew the message was done, I would touch the screen just before it said 
that.
Not a big deal, but open a text message, touch a message, stop the reading, 
turn the rotor to something like edit, or virticle navigation, whatever, and 
then touch the message again and let VoiceOver read and wait a second after it 
speaks the time at the end and see if it doesn't say actions available.
