If you want to speed dial a number from the phone app, you could add that person's number to your favorites. Then all you would have to do in order to dial the number is find the favorites tab in phone, which is the first tab on the bottom left, and double tap the name/number you wanted. For instance, if I want to call my wife, I find her name and VoiceOver says my wife's name and then "mobile." To add someone to your favorites, find their name in your recent calls list (second tab from the left in the phone app), double tap the more info button after their name, and then swipe to the right until you hear "add to contacts" or "create new contact." You can then enter the information in the normal way.
