Only iTunes content can be controlled via the remote app. You can get Microsoft Remote Desktop and a bunch of third-party apps which are basically also remote desktop apps for Windows and which give you full access to your PC, but none of them is accessible.

I just launched the Remote app on my iPhone and iTunes on my Windows 7 computer and after making sure I had Home Sharing turned on under the iTunes File menu, I was able to scroll through my iTunes library using my iPhone Remote app and start playing one of my playlists which played nicely through my computer speakers. I use an app called Pulseway, that also has a Windows utility you have to install for accessing the system when my screen reader on the computer isn’t talking.
