Did you make sure there was no silence at the end of the ring tone making it longer than it seems? I made tones through Goldwave and had that same issue. I trimmed silence and all worked fine.

I made a ring tone from a song I have that was a total of 36 seconds. The file
extension is m4r.
I dropped it in the automatic iTunes folder, and when I open up iTunes, it is
there under Ring Tones as it is suppose to be. But when I sync my iPhone with
iTunes, for some reason it does not show up on my phone.

Things I have tried:
Syncing it multiple times, even after restarting my phone as well as iTunes.

Just to see if iTunes was syncing correctly, I deleted some ring tones from
iTunes, then synced my phone again to see if those ring tones would be deleted
from my phone, and yes, they were.
So if anyone knows why this ring tone is not syncing to my phone, please let me
know!
