Did you make sure there was no silence at the end of the ring tone
making it longer than it seems? I made tones through Goldwave and had
that same issue. I trimmed silence and all worked fine.

Just to see if iTunes was syncing correctly, I deleted some ring tones from
iTunes, then synced my phone again to see if those ring tones would be deleted
from my phone, and yes, they were.
So if anyone knows why this ring tone is not syncing to my phone, please let me
know!
