I’ll try and check tonight, but I think syncing ringtones still works and if 
somebody doesn’t already have Goldwave and knows how to use it using iTunes to 
convert to M4A would be easier. You could also use any number of online 
converters which are usually pretty straight foreward.

The iPhone cannot use mp3 ringtones. They have to be in m4r format, which is 
just m4a with an r instead of an a at the end.
You could use a program like GoldWave to convert them to m4a then rename them 
m4r.
Then, you would have to open them with iTunes then sync them to your phone.
With the current state of iTunes, who knows how easily that could be done.
