Do you have Tones or Ringtones, whatever iTunes now says checked? Then, do you have sync all ring tones check?
If not, you have to make sure each one you want is checked. Also, did you ever open and play them in iTunes? If you do, that insures that they are ready to be synced with your iphone if you have them checked individually or have sync all ringtones checked.
