Have you checked out the volume in the control center? >From what I can tell, there is 3 different volume controls. The volume control located in settings / sounds is your ringer volume. The volume control in the control is your system sounds. And, the volume control on the rotor is your voice over volume.
Now all 3 of these volume settings are independent of each other, but can be adjusted all at the same time with the volume buttons on the side of your device. But please know that by using the volume buttons on the side, one of the volumes can get turned way down or even turned down to 0 while the others are still working just fine. So the first thing I would do is to check the volume in your control center to see if that got turned down.
