Yes, on AT&T only, if you use a 4S, HSPA+ is described as 4G. This is a
branding exercise on the part of AT&T. Everywhere else in the world, HSPA+
is considered, and labelled, 3G. LTE is true 4G, and it's only in the iPhone
5.
