success just got done with a bit of moving things around. All worked as advertised.

Find the app you want to move. Down arrow until you hear arrange apps then hit Up and Down arrow together. Down arrow until you hear Move then the name of the app. Left or Right arrow to get to where you want to move the app to. If you start Down Arrowing, you will get a choice to put it before or after the app that your cursor is on. Hit up and down arrow together to make the choice.
