Voice rate can be changed in Settings / General / Accessibility / voice over. Swipe down the screen until you hear speaking rate. One more swipe will land you on the speaking rate control. To increase or decrease by 10, just do a single finger flick up or down. To move by smaller increments, do a double tap and hold on the control, then slowly drag your finger up or down the screen. When you hear the rate you want, then release your finger.
