No one ever said IOS 6 was supposed to be available to download yesterday, it was just the announcement for iPhone 5 and the new line of iPods. They released IOS 6's gold master for developpers yesterday, which is essentially the final version, so that they can give it a final once over and ensure everything is working properly. You'll never see an IOS version to the general public before that gold master is made available to developpers.
