Eventually you don't have a choice but to upgrade or use the newest iOS.
Of course it's OK to go back for now, but in the end it might be harder because 
if you, for example, stay on iOS 9 until iOS 11 or 12 comes out and you then 
need to get a new phone which of course will have the latest you'll be way 
behind as to what has been changed.
Can you explain in more detail where exactly you encountered problems? Yes, 
some things like mail need a bit of getting used to although you can turn 
threading off, but iOS 10 also has a lot of improvements like a much easier way 
to move apps and of course there is the third-party SIRI integration which is 
yet in its infancy but which sureley will be expanded.
In many other ways iOS 10 is not so different from iOS 9.
