Hi,

I tried turning speech off with the three-finger doubletap but that didn't fix the problem. I haven't tried turning Voiceover off completelyyet. I would like to be sure I can toggle it back on again. Here's hoping that IOS 10.02 is not too long in coming.

You just have to turn VO off and on again. No need to reboot the entire phone. Annoying bug, but at least there's a quick fix. Dealt with it since i believe iOS 8.x
It has gotten better with more  recent iOS 9.3.X versions though.
